Flyer distribution does not have a specific rule but there is a general rule of getting permission from the building if you are going to leave them from door to door. If you are planning to throw them from door to door then add some catch in it such as scratch and win or bring the flyer to the store and get a 10-20% discount. Flyers work best on world events so you can double the amount and distribute them as much as possible but it all depends upon your budget and what you want to achieve.
