They are empty because the development authority does not allow anyone to reside or use them for any purpose. These buildings are standalone structures and neither give any benefit nor cause any trouble. Sooner or later, they will be demolished to empty the space. These buildings can be used to display outdoor advertising, and that is their purpose for the time being. Moreover, they can be used for hoardings and can be covered up from all sides. Drop banners from the top of the building can also be a good idea if the authority allows.
